        Abstract
        This chapter examines the differences in terms of risk between residents and visitors before examining the debates associated with the reasons for taking responsibility for visitor safety and security. It concludes with a discussion on the allocation of responsibilities within the destination, which will have policy and implementation issues for the tourism and non-tourism industry sectors and agencies.
