Abstract
This article considers the challenges posed by big data for the operation of the EU data protection framework, including by confusing the distinction between personal and non-personal data and limiting the scope for data subjects to control how their data are used. The article evaluates the policy responses to the problem of big data, including the proposals of the draft General Data Protection Regulation and discusses the potential solution of systems thinking.
