dc.description.abstract	This paper explores the issues involved in the development of a knowledge based system targeted for use across Europe. It draws on the experiences of the multi-national team involved in the MODEMA project, addressing issues such as project management, knowledge elicitation and modelling, interface design and evaluation. The solutions found by the team are discussed and some recommendations made for use in further projects.	en
