Strategic change in public services: a productivity and performance perspective

Abstract

Productivity and performance measurements in public services are reviewed. A public performance index (PPI) is developed. The relationship of productivity to outcomes is examined. The strategic importance of social effectiveness and change in the public sector are highlighted. A stakeholder strategic approach is recommended.
